local names.nsf has locations

The locations are configured properly and appear in names.nsf. They appear in the lower right location bar of the notes client, but the last location is not remembered when I launch Notes. I checked the INI, it's specified in the location line, which I've deleted and allowed it to recreate, same results. The location bar defaults to none/blank when I launch Notes.
